The City of Toronto and Toronto Transit Commission are renewing aging streetcar tracks on Wellington Street from Yonge Street to Church Street. Track renewal will also be undertaken on Church Street south of King Street E to Wellington Street. In addition to the TTC track work this project will include streetscape improvements at the intersection of Wellington Street and Church Street. This multi-phase project includes;

  • Wellington Street : Replacement of the aging westbound streetcar tracks from 75m west of Yonge Street to Church Street. The eastbound track will be permanently removed.
  • Church Street/Wellington Street intersection: track reconstruction and streetscape improvements
  • Church Street: Replacement of the aging southbound track from south of King Street to Wellington Street. The northbound track will be permanently removed.
  • Church Street/Front Street intersection: Road work
  • TTC overhead: New infrastructure installation
  • Streetscaping improvements: Roadway, sidewalk and lighting improvements

This work is required to bring the track infrastructure and City's pedestrian infrastructure to a state of good repair and is part of the 2021 Council-approved Capital Works Program. Update notices will be issued as work progresses.

Phase and Dates Work Traffic Restrictions

Phase 1

March 8 to April 30

  • Structural pole base construction on Wellington Street, working from west of Church Street towards Yonge Street
  • Sidewalk improvement work on Front Street, near Church Street
  • One westbound lane on Wellington Street will be maintained
  • There will be lane restrictions on Front Street, near Church Street

Phase 2

April 5 to June 5

  • While work in Phase 1 continues, Phase 2 will begin.
  • Roadway reconstruction on Wellington Street between south curb and TTC track
  • Sidewalk improvement along south side of Wellington Street
  • Excavation and track replacement on Wellington Street will begin in mid-to-late May starting from just west of Yonge St and progress east.
  • One westbound lane on Wellington Street will be maintained
  • Wellington/Yonge intersection will be closed to through traffic on Yonge Street for a period of time. An update notice will be issued prior to the track work at the intersection.
  • Diversion of the TTC 97 Yonge and 320 Yonge night buses

Phase 3

June 6 to 23

  • TTC track and roadway reconstruction at Church St/Wellington St Intersection
  • Church St/Wellington intersection will be closed to through traffic
  • A notice on timing of intersection closure expected in early May

Phase 4

June 14 to 27

  • TTC track and roadway reconstruction on Church Street, between Front Street and King Street
  • Partial sidewalk improvement on Church Street, between Front Street and King Street
  • Only one lane of traffic on Church Street will be maintained

Phase 5

June 28 to Sept 18

  • Roadway reconstruction on Wellington St between north curb and TTC track
  • Sidewalk improvement along north side of Wellington Street
  • Wellington St/Yonge St intersection will be closed to through traffic on Yonge Street for a period of time
  • Exact timeline will be notified in mid May 2021
  • Diversion of the TTC 97 Yonge and 320 Yonge night buses
  • One westbound lane on Wellington Street will be maintained

Phase 6

Sept 19 to 30

  • General clean-up
  • There will be lane restrictions at random locations.

Work Hours

Work will take place from 7 a.m. to 9 p.m., Monday to Friday, and from 7 a.m. to 7 p.m. on Saturdays or Sundays as required. There will be periods of 24 hour operation during TTC new rail installation from May to June 2021.

Traffic Management

Efforts have been made to manage traffic in the area for the safety of workers, road users and residents. Road users should expect delays and increased traffic on nearby main and side streets.

One lane of westbound traffic on Wellington Street W will be maintained during construction

Road and Sidewalk Access

In order to complete the work in a safe manner, there will be road and sidewalk restrictions within the work zone. Access for emergency vehicles will be maintained at all times.

Driveway Access

The contractor will notify you of any temporary restrictions to your driveway access. If your property has two entrances, one entrance will be kept open at all times.

Parking

Parking in the active work zone is not permitted as space is needed for construction equipment and materials. If your parked vehicle affects construction work, it will be relocated with no charge to the owner. If your vehicle is moved, please contact parking control for its location at 416-808-2222. Affected properties will get additional parking information.

TTC Service

No transit service is affected during the work on Wellington Street and on Church Street. During the Wellington/Yonge intersection closure, there will be some changes to the 97B Yonge and 320 Yonge Night bus. Additional details will be provided in a future Construction Notice.

Starting on Monday, March 29* through to Saturday, April 3*, a rail welding crew will occupy the two south lanes on Wellington Street between Bay and Yonge streets. This work involves welding standard lengths of rail into longer strings in advance of track reconstruction, which will allow for faster track installation, thereby reducing the construction disruption to local communities. The rail strings will be stored in the south curb lane between Bay and Yonge streets. The rail pile will be depleted as the track work and new rail installation progresses over the course of the project.
